The problem of “every vote is equal” democratic system

Say a referendum is held on deciding what should be done to the Fukushima nuclear power plant, should a vote by nuclear physicist be weighed the same as the one from a janitor who had not finished high school? Equal vote system creates useless politicians who are only good at “wow-ing” and inflicting emotion of the unsuspecting public, but not tackling real issues. To circumvent that lobbyists are summoned by corporates to get the policies that benefit them.

So the burning question remains: what is the better system that can reflect what a country really needs while doing it in an efficient manner without resorting in dictatorship?
